Stephen Ascoli has over 24+ years of progressively responsible experience in heavy civil construction, and a portfolio that includes bridges, transit hubs, roadways, and tunnels delivered using both design-build and design-bid-build delivery methods. These projects include notable East River Bridge Projects, World Trade Center Transit Projects, NYC Tunneling, the largest design/build New NY Bridge and a rapid bridge Public-Private Partnership (P3) design/build project. He has provided oversight for complex staging and sequencing to accommodate and protect vehicular, rail, tunnel and pedestrian traffic during construction. At PCC, he is responsible for executive oversight during all phases of project development, including pre-construction, planning, scheduling, construction, and closeout.

Multifaceted professional with over 10 years’ experience in Financial Management including analysis, strategy, planning, business valuation, reporting, cost controls, assets and wealth management. As a result, he has become proficient and a leader in corporate finance with deep knowledge of complex accounting and finance principles as of practical knowledge of financial markets. Instrumental in dramatic growth from zero to over $474 Million backlogs and $326 Million in revenues per year at OHL USA. Contributed to the launch and set up of operations in the US and Canada including two branches in the US and two in Canada. At PCC, he designed and is currently leading a three-year business plan which improved key business aspects such as project management, cost controls, and budgeting.

Project Executive

Ali Emirtepe, P.E. graduated from Istanbul Technical University as a Civil Engineer in January 1994 and obtained his professional Civil Engineer license in the United States. He started his career working as a Field Engineer and Superintendent for a heavy highway/bridge project worth well over $500 Million. He gradually took over higher responsibilities in the field such as general superintendent, project manager, and executive for a variety of projects that exceeded well over $1 Billion. He has run estimating departments as a Chief and Director to bid on heavy/infrastructure projects over $12 Billion including over $2 Billion a single Design-Build project. He also served in the Turkish Army as a Commander where he earned a medal of honor.

Reconstruction of West Street from Eagle Street to Quay Street

Complete roadway construction of West Street from Eagle Street to Quay Street approximately one mile long. Project includes reconfiguration of existing traffic of a two way street to one way street, as well as the implementation of a dedicated protected bike lane, complete roadway reconstruction including subbed installation and reinforced concrete, pavement installation, lane closures, traffic maintenance, roadway signage, supporting of various existing utilities, and electrical work.

Installation of Utilities at the Kosciuszko Bridge

Located beneath both the Brooklyn and Queens side of the Kosciuszko Bridge, this project involved the installation of 30-foot timber piles, drainage pipe (ranging from 12 inches to 24 inches), manholes and catch basins. A pile driving hammer was utilized to drive the piles to the correct elevations;

Bridges Over Abandoned CSX Line, Melrose, Bronx

This project is located along Brooke Ave (between 156 St and 163rd St) in the Melrose section, Bronx, NY. The project scope consisted of the filling of five active bridges over abandoned CSX line; work included the installation of 22,000 CY of flowable fill, 1500 LF of shotcrete repair within sewer, 500 CY structural concrete & full depth roadway restoration.
